The Pennsylvania Department of State is seeking a dynamic, dedicated, and engaging leader to lead the state's Bureau of Professional and Occupational Affairs, Bureau of Enforcement and Investigation, Bureau of Corporations and Charitable Organizations, and the State Athletic Commission. The Deputy will report directly to the Department's Executive Deputy Secretary and interact with counterparts from the Governor's Office, other agencies, and the General Assembly to facilitate and improve support of departmental programs. We need a strong leader and manager to evaluate the effectiveness of program services, customer service, and policies, and implement changes to improve the responsiveness and quality of services all with the customer top of mind. The Deputy will represent the Department at a variety of public events, resolve critical issues, provide analysis of the impact of pending/proposed legislation on relevant program areas, assist in the development and implementation of legislation and regulations affecting program areas, and provide briefings and testimony as needed. The Deputy will generate public confidence in carrying out the program objectives in an effective and ethical manner, develop staff leadership and management, and establish effective performance goals and standards. Qualifications REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY * Ten or more years of senior leadership experience including at least five (5) years of executive senior level experience with a proven track record of executing operational and organizational change. * Bachelor's degree or higher is required. Exceptional Interpersonal Skills: The successful candidate will have exceptional skills and the ability to build trust with diverse individuals, staff, colleagues, and community partners. Must be adept at maintaining strong, reliable and committed working relationships. Effectively communicate, verbally and written, ideas and solutions so all stakeholders can understand. Honesty and Integrity: The Deputy Secretary must be trusted and respected both professionally and by citizens, colleagues, staff, and stakeholders. An unblemished record of ethical and professional conduct is essential, and complete personal and professional integrity. Even disposition and temperament and be able to take constructive criticism without being defensive. Strong Subject Matter Knowledge: The Deputy Secretary is expected to provide resolute leadership, advice, and guidance. He or she will need to quickly establish himself/herself as the expert on a broad range of area issues. Knowledge of the unique role that an executive in governments plays in fostering cooperation and cohesion. Managerial Skills:The successful candidate will have exceedingly strong managerial skills and experience including the ability to develop and implement strategies and procedures to maximize organization and employee performance. He or she will need to effectively manage conflict and encourage and facilitate cooperation within the organization. Must initiate and lead change to improve customer service and transparency. Able to supervise effectively, display fairness and objectivity, and hold self and others accountable for effective results and lead by example.
