Job DescriptionAt Dawood Engineering, Inc., we provide
multi‐disciplined consulting services for a wide range of
industries encompassing Transportation, Energy & Land Planning/Site
Development.Our engineers and professionals provide Highway Design
and Traffic Engineering, Bridge and Structural Engineering, Civil
Design, Surveying and Mapping, Pipeline and Associated Facility
Design, Geotechnical/Geophysical, Environmental Studies and
Water/Wastewater design. Dawood is seeking a Land Development
Project Manager to support our growing operations in our corporate
office in Harrisburg, PA.Job DescriptionThe following job
description has been designed to indicate the general nature and
essential duties and responsibilities of work performed by
employees with this classification. It may not contain a

qualifications required of employees to do this job. GENERAL
PURPOSE FOR THE POSITIONThis Project Manager position will be
responsible for managing site and civil engineering projects with a
major focus on subdivision and land development projects in
Pennsylvania. The position will manage the full process for
development of plans, meet with clients and regulatory agencies,
provide direction to project team members and review work to ensure
the quality of work products. The position will also work with
Dawood's team to develop new business opportunities and preparing
proposals to secure new clients and opportunities. ESSENTIAL DUTIES
AND RESPONSIBILITIESThis is not an exhaustive list of all duties
and responsibilities. The Company reserves the right to amend and
change responsibilities to meet business and organizational needs,
as necessary.1. Manages the development of proposed development
plans and regulatory approvals 2. Communicates regularly with
clients, both verbally and in writing. Consults with clients to
determine project requirements, gathers, and prepares information
regarding design, specifications, materials, equipment, estimated
costs, and time to achieve project completion.3. Participates in
regularly scheduled project meetings, including kick off, project
status and close out.4. Prepares preliminary and final subdivision
and land development plans and details. a. Conducts visual site
surveys to analyze characteristics of a site, using knowledge of
applicable principles and civil codes or regulations. b. Meets
defined budget goals, project schedules and deliverables. c.
Prepares plan layout of project, considering site conditions,
regulations and requirements, and potential environmental impacts.
d. Creates layout, grading, profiles and storm water management,
streets, sanitary sewer plans and reports. e. Coordinates with
internal departments related to preparing development plans (i.e.:
survey, environmental regulatory, traffic, stormwater, geospatial
technologies, geotechnical and structures). 5. Meets with
municipalities, state agencies, county agencies, citizen groups,
technical committees, and other public agencies to explain and
describe project plans, generate support, and develop project
participation by sharing project goals and purposes through the use
of charts, graphs, and drawings. Makes public presentations related
to the project. 6. Attends, represents, and presents preliminary
and final subdivision and land development plans to planning
commissions and governing bodies for their review and
consideration. 7. Attends, represents, and presents applications in
being considered by zoning hearing boards and governing bodies for
special exceptions, variances, and conditional uses8. Prepares
construction documentation including design specifications, bidding
documents and construction contracts for site improvements. 9.
Assures project delivery processes and procedures are followed
(including technical standards, QA/QC procedures, project
closeout). 10. Develops for submission various permits and
regulatory documents associated with development projects.
Communicates with the regulatory agencies to obtain approvals.
Examples include: Highway Occupancy Permits, NPDES permits, E&S
permit, US Army Corps of Engineers permits, etc. 11. Administers
construction contracts for site improvements and conducts periodic
onsite observation of work in progress to ensure contract
compliance; develops cost estimates and project schedules; and
monitors project budgets to achieve successful project completion.
12. Supervises project team and staff in the daily plan production
process. Directs, schedules, coordinates, and reviews the work of
assigned project staff and private consultants. 13. Provides
mentorship to junior staff and Engineers in Training. 14. Works
with regional manager and marketing department to develop and
pursue business leads. 15. Assists with business development
opportunities. Meets with prospective clients to discuss potential
projects, and then develops proposals. Attends marketing functions
and other business development meetings. QUALIFICATIONSTo perform
this job successfully, an individual must be able to perform each
