Position SummaryWe are seeking a detail-oriented and youth-focused Enrollment Manager to oversee the enrollment process for youth in workforce development programs funded through the Workforce Innovation and Opportunity ACT (WIOA) in Dauphin and York counties. This role will be responsible for managing participant intake, collecting and verifying documentation, and ensuring compliance with WIOA eligibility requirements. The Enrollment Manager will also work closely with youth, providing guidance and support throughout the enrollment process and fostering strong connections to workforce development opportunities in the health sector.
Key Responsibilities

• Youth Enrollment & Outreach:

• Actively recruit and engage eligible youth to participate in WIOA workforce development programs.
• Serve as a main point of contact for youth applicants, guiding them through the enrollment process.
• Conduct outreach through schools and community organizations to increase program participation.
• Documentation & Compliance:
  • Collect and verify required documentation for WIOA eligibility, including proof of age, income, residency, and employment status.
  • Ensure all participant files are complete, accurate, and compliant with program regulations.
  • Maintain secure and organized records in accordance with confidentiality and compliance standards.
  • Program Coordination & Reporting:
    • Track and report enrollment data, ensuring all participant records are up to date.
    • Work collaboratively with program staff, case managers, and workforce development partners to provide wraparound support for youth.
    • Identify enrollment barriers and implement solutions to improve access to WIOA services. Qualifications
      • Bachelor's degree in human resources, social work, public administration, or a related field preferred (or equivalent experience).
      • 4-6 years of experience in workforce development, human resources, or enrollment management.
      • Familiarity with WIOA program requirements and workforce development systems preferred.
      • Strong organizational and documentation skills, with attention to detail and compliance.
      • Excellent interpersonal and communication skills, particularly in working with opportunity youth.
      • Ability to build relationships with youth, families, and community partners.
      • Knowledge of the Dauphin and York counties and a commitment to workforce development.The Enrollment Manager is a hybrid role offering an exciting opportunity to shape the future of health workforce development in the Harrisburg and York region, PA, while empowering youth to build meaningful careers.
        This is a three month temporary position, with the possibility of extension. Salary is competitive and commensurate with experience. Applicants must be authorized to work in the United States; sponsorship is not being offered at this time. Regional travel is expected for this role.
