Job Description:


The Pennsylvania Employees Benefit Trust Fund (PEBTF), administrator of health benefits for Commonwealth of Pennsylvania employees and retirees, has an immediate opening for a Payroll Administrator.

This position reports to the Controller and is responsible for the timely and accurate coordination, preparation, processing, and distribution of payroll for PEBTF. The Payroll Coordinator calculates timecards, posts/codes wages, handles direct deposit processing, voids checks and authorizes issuance of manual checks, tracks the use of paid time off, health and retirement benefits. This position also ensures that the PEBTF is payroll tax compliant.

The successful candidate will possess the ability to:

Coordinate the collection, calculation, and entering of payroll information.

Prepare payroll data from department time summaries generated in the time and attendance system and transmit to payroll vendor on a biweekly basis.

Manage bi-weekly disbursement of Fund payroll, including garnishments, benefits, and taxes consistent with federal and state wage and hour laws.

Determine payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer's social security, unemployment, and workers compensation payments.

Audit W-4s, W-2s, YTD earnings, and all payroll tax filings prepared by the payroll vendor.

Maintain and prepare leave summaries, deductions, and employee change reports.

Ensure the payroll processing of new hires, transfers, promotions, and terminations are accurate and timely.

Ensure systems are set-up and updated to reflect our current employee base, including wages, benefits, sick and vacation time in line with contracts (union and non-union).

Update payroll records by reviewing and approving changes in exemptions, insurance coverage, savings deductions, job titles, and department transfers.

Prepare reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.

Manage regular preparation of relevant management reports, including weekly, monthly, quarterly, and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.).

Work with the 401k/pension vendors to ensure all pension dollars are submitted timely and complete year end testing and filings.

Perform Non-Discrimination testing for 401k/pension vendor.

Perform Section 125 testing quarterly/annually for pre-taxed benefits.

Maintain and track Flexible Spending Benefits.

Keep abreast of current trends and practices in the Financial Compliance and Payroll Accounting fields.

Maintain a high level of confidentiality and professionalism.

Ensure compliance with HIPAA regulations and corporate Privacy and Security policies.

Assist the Financial Services Department as needed.

Perform other duties as assigned by PEBTF management.

These skills, knowledge and experience are required:

Bachelors degree in Accounting or Finance.

Three to five years of experience processing payroll and using accounting software packages.

Knowledge requirements:

General business knowledge. Broad knowledge of automated financial and accounting reporting systems. Well-developed mathematical and financial analysis skills. Excellent verbal and written communication skills. Strong interpersonal skills. Excellent PC skills including Microsoft Office tools (Outlook, Word, Excel and Powerpoint). Use of a 10-key calculator. Good keyboarding skills.

Ability to manage multiple priorities.

Travel is negligible.

These are physical requirements for this position:

Sitting at a desk for extended periods of time working with a computer and monitor.

Occasional walking for short distances within the facility.

Ability to lift up to 10 lbs.

These skills, knowledge and experience are preferred:

Experience with the Great Plains accounting software. Previous experience using Paychex.
