OBJECTIVES OF ENGAGEMENT-

Incumbent will provide Business Analyst services to various application development efforts within the Commonwealth of Pennsylvania's Employment, Banking and Revenue Delivery Center.

Incumbent will provide Business Analyst services to various application development efforts within the Commonwealth of Pennsylvania's Employment, Banking and Revenue Delivery Center with a focus on the PA Dept. of Labor and Industry. Duties include providing analytical, evaluative, problem analysis, solution outlining, solution testing and documenting activities in the support of assigned application development efforts.

" Strong organization and writing skills. Experience developing graphic representations of complex business processes.
" Knowledge of formal requirements gathering methodologies.
" Adhere to and ensure project compliance with all applicable information technology policies, guidelines, security and standards.
" Plan, coordinate and facilitate sessions with program staff and internal and external customers in a variety of business areas.
" Document business process flows, business rules, and develop process diagrams using diagramming tools.
" Develop and document Business and/or Functional Requirements, including but not limited to project initiation documentation, what the needed achievements will be, quality measures, and what the system, process, or product/service must do in order to fulfill the business requirements.
" Perform Business Process Reengineering (BPR) including assessment of existing business processes (As-Is Assessment), determination of future state (To-Be Assessment and Requirements), BPR gap analysis and assessment, and the general and detailed system design activities needed to support the business systems.
" Knowledge of systems development lifecycle, requirements traceability, and testing.
" Coordinate Business Analyst SDLC responsibilities as a team member across projects and applications as assigned in various development methodologies.
" Experience developing report specifications - define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.
" Act as a liaison between the stakeholders and application development staff to foster a productive relationship between IT resources and program management staffs.
" Perform related duties as assigned.
