Job DescriptionUnder limited supervision, plans, coordinates, leads, and monitors quality improvement initiatives within clinical service departments and across both UMMC campuses. Communicates with hospital leadership (Directors, Chiefs, Chairs, VPs, SVPs), clinical teams, and other departments (Performance Innovation, Infection Prevention, Nursing, etc.) to drive institutional change toward high reliability and Zero Harm. Ensures awareness of, and implements, the UMMC Quality Assurance/Performance Improvement (QAPI) program and the Annual Operating Plan (AOP) goals. Provides leadership and direction to multi-disciplinary teams (including physicians and senior leaders) to collaboratively achieve quality improvement strategies at the hospital. Accountable for the overall quality of care provided to all patients in designated clinical service departments across both campuses, and compliance with quality standards as outlined by CMS, Joint Commission, and disease-specific certifications. Collects and analyzes data, conducts presentations, offers consultation, and staffs and leads service-specific and hospital-wide committees. Promotes UMMC's journey to becoming a High Reliability Organization (HRO) through robust quality improvement tools and fostering a Just Culture.This role encompasses various functions (e.g., subject matter expert, coordinator, educator, project manager, data analyst, facilitator, mentor). A working knowledge of clinical workflows and strong leadership skills are essential for credibility and collaboration. Duties include working with clinical service departments across both campuses to enhance clinical/patient outcomes, maximize financial rewards within Maryland's pay-for-performance programs, and improve hospital rankings within Vizient's Q&A dashboard. Collaborates with hospital leadership, staff, advanced practitioners, and physicians to systematically identify, measure, monitor, and evaluate quality activities, aiming for a Zero Harm environment and promoting High Reliability principles. Develops and maintains collaborative relationships with key medical staff (Chairs and Chiefs), guides clinical service departments, and serves as a vital resource for quality improvement to clinical teams and support staff, including faculty, dyads, and frontline members.Principal Responsibilities and TasksThe following outlines the general scope of work for this role. It is not an exhaustive list of all duties.1. Applies expertise to coordinate and implement activities in the journey to become an HRO with a focus on Zero Harm.2. Collaborates with hospital and Quality leadership to direct and implement the bi-campus, integrated quality improvement program including:A. Quality Program Management:

  • a) Develops and oversees hospital-wide quality improvement initiatives, leading multidisciplinary teams including physicians and senior leaders across campuses. Leads projects aligned with hospital, departmental, and clinical priorities, including QAPI, AOP goals, Maryland's pay-for-performance programs, and Vizient Q&A dashboard. Projects may span both campuses.
  • b) Collects, reviews, and analyzes hospital performance data to identify trends impacting patient care and financial performance. Works with leadership to prioritize quality improvement projects based on data and strategic goals.
  • c) Manages special quality improvement projects, identifying resources and project requirements, often crossing campuses.
  • d) Collaborates with leadership to prioritize efforts and ensures action plans are implemented and monitored.
  • e) Participates in hospital quality committees, including steering committees, diagnosis-specific committees, and service-specific committees, often spanning campuses.B. Senior Leadership Responsibilities:
  • a) Works with staff and leadership to identify annual quality priorities aligned with hospital strategies, including QAPI and AOP goals.
  • b) Partners with leadership to foster a culture of quality and Zero Harm.
  • c) Facilitates clinical review and problem-solving using quality methodologies like RCA, PDSA, Lean, etc.
  • d) Meets regularly with Lead Quality Physicians to review data and set priorities.
  • e) Develops and delivers education on quality improvement methodologies, including contributions to newsletters.
  • f) Provides training on quality tools to support leaders and teams.
  • g) Keeps teams on track with timelines and results.
  • h) Participates in external quality collaboratives when opportunities arise.
  • i) Acts as a coach and advisor to physician and clinical leaders.
  • j) Collaborates on developing conference presentations and posters.C. Data Management Responsibilities:
  • a) Manages improvement efforts for metrics within Maryland's pay-for-performance programs and Vizient Q&A dashboard, including PPCs, mortality, follow-up, and other relevant metrics.
  • b) Monitors quality indicators to identify trends and areas for improvement.
  • c) Maintains accuracy of dashboards in collaboration with analytics teams.
  • d) Identifies and analyzes trends to improve patient safety and care quality, often crossing campuses.
  • e) Consults with departments to establish quality indicators and resolve issues.D. Regulatory Compliance Leadership:
  • a) Ensures compliance with Joint Commission and CMS standards related to QAPI.
  • b) Participates in hospital inspections and surveys from accrediting agencies.
  • c) Supports staff education around regulatory standards.
  • d) Oversees responses to regulatory deficiencies and improvement recommendations.
