Questions THE POSITION Are you looking to advance your career as a
transportation planning professional? Do you enjoy developing and
managing transportation programs? If so, PennDOT's Bureau of Rail,
Freight, Ports, and Waterways wants to hear from you DESCRIPTION OF
WORK As a Transportation Planning Specialist 2, you will perform
professional staff work as a Transportation Planning Specialist 2
in the Bureau of Rail, Freight, Ports and Waterways. This work
includes developing and maintaining the State Rail Plan; data
collecting, analyzing, and preparing reports relative to funding
plans and budget; and developing rail program guidance and
recommendations. You will be responsible for supporting rail
planning and operations throughout the commonwealth with a focus on
the Bureau's freight programs and intercity passenger rail
activities. You will perform data analysis and reporting as
required for federal and state funded passenger and freight rail
projects, independently review and validate project applications
and develops recommendations towards all Rail Freight Assistance
Program (RFAP) and the Rail Transportation Assistance Program
(RTAP) projects to ensure that they are in line with the Bureau's
goals and objectives, initiatives, and policies, coordination with
the PennDOT District Offices, the Center for Program Development
and Management, the metropolitan (MPOs) and rural planning
organizations (RPOs), other commonwealth agencies, etc., and report
your recommendations and analysis to management for final
decisions. Other of your other duties include; independently
conduct rail studies, trend analysis and actions to implement the
Department's planning efforts, participate in the development of
corridor level studies and modeling to identify rail movement
volumes, trends, bottlenecks, and other deficiencies, analyze
current and draft legislation concerning rail related state and
federal legislation and prepares findings for PennDOT decision
makers, coordinate railroad ownership status or location updates
with the internal and external partners as needed, facilitate
discussions between the Department (Central and District Offices)
and the railroads and/or ports in the assigned bureaus or districts

Work Schedule and Additional Information: Full-time employment.
Work hours are 7:30 am to 4:00 pm, Monday - Friday, with 60-minute
lunch. Telework: You may have the opportunity to work from home
(telework) part-time up to 2 days a week. In order to telework, you
must have a securely configured high-speed internet connection. If
you are unable to telework, you will have the option to report to
the headquarters office in Harrisburg. Salary: In some cases, the

EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum
Experience and Training Requirements: One year of experience as a
Transportation Planning Specialist 1;or Two years of professional
transportation planning or transportation programming experience,
and a bachelor's degree in civil engineering, environmental
engineering, electrical engineering, mathematics, statistics,
planning, computer science, or geography;or An equivalent
